The problem
Agentic commerce is arriving fast: Stripe Link saw agentic purchases surge 38-fold in a month, and Sierra+Meta's Personal Agent Protocol (Oct 6) plus Visa's Trusted Agent Protocol give agents cryptographic identity. But merchants face a new fraud class — spoofed agents, misauthorized intent, agents acting outside their mandate — and existing fraud stacks (Forter, Riskified, Signifyd) score human card-not-present fraud, not authenticated-agent intent. Visa warns AI fraud is already surging while adoption lags; Amazon has blocked Meta's Muse agent outright and Adidas is keeping agents off its checkout.

PAP was published Oct 6 by Sierra and Meta with Stripe, Shopify, and Walmart as partners; Visa's Trusted Agent Protocol completed its first live passkey-authenticated agentic payment in France on Sep 24 (Cleverbridge/Revolut pilot); Google donated AP2 v0.2 to FIDO with 'Human Not Present' autonomous payments; and SRA-RiskGate-4B (Oct 7) proves an open 4B model can screen agent payments — the identity rails, the money movement, and the screening pattern all landed within the last two weeks.

Deliberately skip: building a proprietary agent identity directory (rely on Visa/PAP), retraining risk models on card rails.
Distribution
B2B2C: embed as a Stripe Radar-style add-on for payment processors and a Shopify app for merchants; acquirers bundle it as 'agentic fraud protection'. Revenue is basis points per screened transaction or a per-storefront SaaS tier — merchants toggle it on, platforms do the distribution.
Why it wins
Forter, Riskified, and Signifyd score the card lifecycle of human shoppers — device fingerprints, velocity, BIN risk — with no agent-identity primitives, no mandate/intent verification, and no per-agent behavioral baselines. GatePay is built for the agent transaction lifecycle (mandate, intent, payment) that these platforms were never designed to see.
Risks
Biggest risk is PAP/Visa-TAP adoption velocity — if merchants don't check agent identity, the top of the funnel is thin. De-risk by launching first as a bot-chargeback shield for the bot-traffic problem merchants already pay to fight, with the agent-verdict layer as the upsell.
